Virac LGU ATs orient CSC Agri students on 4-H Club
As an offshoot to the recommendation of National Youth Commission, the Catanduanes State Colleges – College of Agriculture and Fisheries and the Municipal Agriculture Office Virac LGU Municipal Agriculture Office Technologist Jimma Tadoy orients CSC College of Agri-Fisheries students about the programs and projects offered by 4H Club to its youth members.(MAO) of Virac conducted an orientation to around 60 BS in Agriculture students about the benefits, programs and organizational procedures in establishing the 4-H Club on November 23, 2011.

The orientation was organized by the Dr. Ruben P. Tablizo, dean of the CSC CAF and facilitated by Virac Local Government Unit (LGU) MAO Agricultural Technologists (ATs) Jimma Tadoy, Salvacion Noble and Alex Asuncion. Students who are willing to take part in the programs and activities of 4H Club were enlisted by CAF for their formation into 4H Club CSC Chapter.

Ms. Tadoy, along with her fellow agricultural technologists attended to the ensuing queries of students about mechanics, conditions and processes in organizing and joining 4H club.

The 4-H Club Youth Development Program (4-H YDP), as defined by Agricultural Training Institute, is the Department of Agriculture’s flagship Program for the development of the youth, particularly those who are in the agriculture and fisheries sectors. The purpose is to develop their capability as potential leaders in advancing agriculture growth and development as well as development in the rural areas. The H 's stand for head, heart, hands, and health.

The training and education they receive will develop them into self-reliant, productive, globally competitive and responsible individuals as they are brought up with the discipline they need as community leaders in the future.

Moreover, the financial assistance in livelihood projects extended to them will provide them the opportunity to prove themselves in their abilities – and thus be raised as models among the youth in their share for nation building.

The target clientele of the Program are all 4-H clubs nationwide. The age of 4-H club members ranges from 15-30.

ATI further explains that the Program has three components, namely: 1) education and training which include scholarships for deserving youth, trainings and exchange visits; 2) organizational strengthening with activities like congresses, quarterly consultative meetings, quarterly officers' meetings and coordination on special programs; and 3) support for livelihood projects which include technical and financial supports.

It can be recalled that the National Youth Commission Southern Luzon Area Office headed by Nydia P. Delfin, conducted a Forum on Youth Opportunities on September 20, 2011 at CSC Little Theater. Over a hundred participating student leaders from Catanduanes State Colleges (CSC), other private higher education institutions, secondary schools, and youth groups in Catanduanes, were urged by the National Youth Commission (NYC) to avail of the numerous programs and services offered by various government agencies to their sector.

The participants were appraised by the NYC, together with Commission on Higher Education, Department of Agriculture Department of Labor and Employment, Department of Environment and Natural Resources, Department of Health, Department of Interior and Local Government, Department of Science and Technology, Technical Education and Skills Development Authority, about the various youth-based and pro-youth programs implemented in the region.

The speakers highly encouraged the student leaders to take advantage of these agencies’ scholarships, livelihood and job opportunities, youth welfare promotion, skills training, internships and leadership programs.

NYC lauded the activity for “providing a lot of points of action for the participants, students, Sangguniang Kabataan officers, as well as advisers and school administrators, in availing various youth opportunities presented.”

NYC suggested to the youth participants to comply with the requirements, improve themselves to fit in with the qualifications and be more involved in youth activities in the respective schools and communities, and form among themselves youth organizations such as 4H Club, PYAP, to avail of the programs and services. The participants were likewise encouraged to disseminate to their respective organizations and communities the wide variety of opportunities they can avail from government agencies.

One of the strong recommendations by NYC, specifically to CSC, was to organize students who are children of farmers and fisherfolks into 4H Club since a lot of budget is given to this program. NYC also adds that once organized, 4H Club will be given a chance to be a strong partner of the government in implementing programs for young people.

Participating schools were Catanduanes State Colleges, Catanduanes Colleges, Catanduanes National High School, Caramoran School of Fisheries and other rural development high schools and some Sangguniang Kabataan officers in the province.

The event was co-organized by the Gerry S. Rubio of the Office of PR and Information Services, together with the CSC Federated College Student Council (FCSC) headed by President/Student Trustee Glenda Rima and FCSC Adviser, Prof. Josephine V. Torrente. Dr. Lourdes V. Rodriguez, CSC Student Service Director, welcomed the speakers and participants during the opening part of the forum. (GSRubio/PR and Information Services)
