Office of the SUC President III
The CSC SUC President III executes policies and takes charge of the overall management of the Colleges. She acts as the Vice Chairman of the Board of Trustees of the Colleges.

Central Management
The Central Management assists the Colleges President to achieve efficient and effective services along the areas of developmental and instructional planning services, fiscal administration and performance of agency affairs and functions, legal services, secretarial and executive assistance through decision-making studies and policy formulation, public relations through internal and external communications, and information systems management.

Staff Officers under Central Management:

Board/College Secretarial Services
Manned by the CSC Board/College Secretary and assisted by two support staff, the Board/College Secretarial Services is an office under the direct supervision of the Office of the President which takes charge of all the records of official business of the CSC Board of Trustees and the Colleges, prepares the agenda and minutes of the BOT meeting and prepares the final transcripts of board resolutions and other actions.

It also undertakes essential liaison work for the Board and/or its members with government agencies and other parties as required by the nature of business under consideration by the Board and the Colleges.

Executive Assistance Services
A staff office under the Office of the President that takes direct responsibility for the planning, development, implementation, maintenance and control of the agency’s technical activities to assist the President on matters relative to the implementation of policies, and formulation of executive decisions and the revision of policies, rules and regulations.

Public Relations and Information Services
The Public Relations and Information Services unit is one of the support units comprising the Central Management Division under the direct supervision of the Colleges President.

It provides specialized assistance to top management of the CSC through efficient, effective and responsive public relations and information mainly through information dissemination of its thrusts and programs and milestone institutional activities using various media.

It likewise conducts a range of specialized technical and journalistic writing assignments for the top management.

As a support unit, it also considers the evolving needs of its service area, attuning to the advancements in the field of internal and external communications media.

The PR and Information Services unit is manned by the Public Relations Officer III (Administrative Officer V). Support staffs of the unit are: one Administrative Assistant IV (Public Relations Assistant) who acts as liaison staff of the Colleges in Greater Manila Area, one contractual clerk and student assistants.

Internal Audit Unit
A staff office under the Office of the President that conduct appraisal of procedures and related matters, including expressing opinion as to the efficiency or adequacy of existing procedures; and, appraising personal efficiency; conduct verification and analysis of financial and operations data to ascertain if attendant management information systems generate data or reports that are complete, accurate and valid; verify the extent of compliance; and, functions of a protective nature, such as prevention and detection of fraud or dishonesty; review of cases involving misuse of agency property; and checking of transactions with outside parties.

Planning Services
A staff office under the Office of the President that takes over-all responsibility in the developmental and instructional planning of the Colleges; supervises on-going planning and institutional changes, innovations undertaken by the administration such as revision of organizational and functional chart; takes charge of the preparation and review of mandatory and recurring documents/reports requested by the DBM, NEDA and CHED, in coordination with the Office of the President, and such other reports as maybe required by other agencies; and, coordinates with the internal and external units of the Colleges regarding administrative, financial and other matters affecting institutional plans and program design.

Legal Services
A staff office under the Office of the President that takes direct responsibility of the agency’s legal services on matters affecting policy enforcement and administration of laws, rules and regulations adopted by the Board of Trustees in order to achieve the mission, goals and objectives of the Catanduanes State Colleges.

Management Information Services

A staff under the Office of the President that takes direct responsibility of agency’s information systems requirement. It provides direct control over the acquisition, security and maintenance of all ICT infrastructure and other IT-related resources of the College and provides IT training needs for management and users.

Management Information Services also commits to providing MIS staff with necessary resources, training, and the latitude to develop creative, comprehensive solutions to information technology problems. We encourage and expect communication and feedback from our staff and clients.

In conformity with the CSC’s Mission statement, the MIS mission is to serve our end-users with continually improved, efficient, cost effective technology and telecommunications products, services, and information so that our clients and end-users are totally satisfied and able to fulfill their respective missions.

Takes charge of the planning, implementation and management control in instruction inclusive of student services and curriculum, instructional media activities and coordinates with research, extension and production activities.

Offices under Academic Affairs

College Deans

Takes direct responsibility for the planning, implementation and control of the instructional programs in their respective colleges/school and for the coordination of the instructional support, curriculum and instructional materials development, research, extension, production and IT programs with appropriate heads of units in the institution.

Under the direct supervision of the deans are the respective department chairpersons who supervises classroom instructions, evaluates syllabi, observes classes, assesses production of instructional materials, monitors the conduct of departmental examinations, prepares class program for the department, evaluates and prepares required reports for the faculty members.

The principal of the laboratory schools on the other hand takes charge of the implementation of the secondary and elementary curriculum of the College of education, along with other administrative concerns that it entails.

 Curriculum and Instructional Media Center
The Curriculum and Instructional Media Center as a support unit for instruction assist the colleges and departments attain quality instruction by providing leadership and professional assistance in instructional materials development and curriculum planning/improvement. 

It serves as a research and experimentation center and a central sources of information of existing instructional materials and equipment, institution-owned or to be obtained from outside agencies, in pursuance of teaching purpose and effective learning.

It liaises among departments and teachers in order to maximize the use existing instructional materials. It serves its clientele with a high degree of commitment and professionalism.

Student Services
Takes overall responsibility on student activities, organizations, and publications including scholarship grants and other aids inclusive of sports and athletics affairs; guidance counseling and testing services and placement/alumni services.

Registration and Admission Services

Spearheads the implementation of policies and procedures in student’s admission, registration, evaluation and custody of records and management of graduation activities. It also signs graduation credentials, and/or transfer credentials of students in the Colleges, takes charge of the preparation and review of mandatory and recurring documents/reports requested by concerned agencies. The Registrar III, as head of the Registration and Admission Office, acts as Secretary and Custodian of the minutes of the proceedings of the Academic Councils, coordinates, through the VP for Academic Affairs, with deans concerned academic services units heads on the formulation of the semester/summer course offerings, faculty load, room assignments and time schedules, and participates in the determination of honor students.

College Library Services

Takes charge of the main library and plans for the acquisition of books and other reading materials and supervises their proper classification and custody. It also takes responsibility for the implementation of library work program, library orientation sessions for students and the assignment of junior librarians, student assistants and book binders. It also supervises the accession, custody, charging, receipting and safekeeping of books, periodicals and other materials acquired by the College Library and maintains a continuing evaluation of book holding in the library.

Medical and Dental Services

Takes charge of health services inclusive of medical, dental, nursing and first aid services at the Colleges’ clinic, including the implementation of the annual and post load physician examination of teaching and non-teaching personnel and the pre-enrolment medical examination of all students and non-teaching personnel; determines the physical fitness of students and pupils participating in various academic, curricular and extra curricular activities and monitors health information required by DOH for dissemination to students and employees.

Administrative and Financial Affairs

Office of the Vice President for Administrative and Financial Affairs

Takes overall responsibility in planning, implementation and control of administrative and financial matters; reports directly to and assists the President in carrying out general policies, plans and programs of the Colleges affecting administrative and financial matters and takes responsibility in the operation and general supervision of the office.

Heads the planning, implementation and control of administrative and financial matters and reports directly to and assists the President in carrying out general policies, plans and programs of the colleges with regards to administrative and financial matters.

Human Resources Management Services

Plans, implements and supervises the Human Resources Management Office which involves, among others, personnel action and other personnel-related matters. It assists the Chief Administrative Officer in the development and formulation and execution of policies, regulations and orders in personnel management in accordance with the existing laws, rules and regulations. It also administers the position classification and compensation system as prescribed by DBM, CHED and other employee welfare program.

Security Services

Assumes responsibility of checking and reviewing work assignments, ground posts, and scheduling of guarding of the security force; performing guard duties, maintenance of logbook, check-up of security and firefighting devices, and escort duty to secure the Colleges’ officials, cash and other government properties.

Motorpool Services

This office takes charge of the operation of the Motor Pool and school generator. It assumes responsibility over the custody, safety, recording, release and ticketing, registration and renewal of licenses of government vehicles, supplies and materials; and provides service for official trips within and outside of the CSC.

Records Services

Takes direct responsibility over the safety, confidentiality and orderliness of correspondence, records and documents affecting the operation of the Colleges sent to or through the office for custody or transmittal. It facilitates the receiving and distribution of all incoming and outgoing correspondence and administrative issuances, whether of internal or external origin; implements the records clearance and records retirement regulation in the Colleges with respect to records and documents held in the Records Office.

Building and Grounds Services

Takes charge of the maintenance of building and grounds and other physical plant improvements, inclusive of water, electrical, plumbing sewerage, drainage, fire control, landscaping, fencing and other related physical plant facilities and installation in the Colleges. It provides essential services requested by the colleges and other units in the Colleges relative to physical plant, facilities, and work on furniture and fixtures.

Financial Services


Office of the Supervising Administrative Officer

Spearheads in the planning, implementation and control of all financial services of the institution, inclusive of the budget, accounting, cashiering and supply services. It supervises actions on all requests for obligation of funds in consonance with the approved budget or any approved adjustment pertaining thereto, schedule and supervises the implementation of the settlement of obligations in consonance with CDC and fund allotments, installs and supervises the system for the accounting, recording and reporting of funds and transactions for information, management control and compliance purposes. It also performs financial analysis and directs compilation of financial statistics applicable to decision making in the division and in higher offices and assumes other duties as assigned by the VP for Administration and Financial Affairs and other competent officer.

Budget Office

Assumes the Colleges budget covering preparation, processing, documentation, and implementation. It undertakes data gathering necessary for the formulation and review of budget proposals; conducts orientation on the budget preparation process for decision unit heads and maintains coordination with the Planning Office.

The Budget Office also takes charge of the year-round implementation of policies and issuances affecting budget matters; coordinates with sections within the different division for the attainment of a harmonized spending program and actual spending performance; monitors budget circular and other budgetary issuances for information, study, reaction and other related action in the Colleges.

Accounting Services

This office takes direct responsibility for planning, implementation and control of the preparations of trial balances, bank reconciliation, maintenance of ledgers, control accounts, special fund accounts, and notices on account balances to the spending units. It also takes charge of recording receipts and utilization of cash disbursement ceiling, notices of allotments and takes responsibility in the observance of implementing rules; checks supporting papers and takes action or requests of funds and fund balances covering transactions and maintains fund balance records for the different accounts; maintains roll of property of the Colleges complementary to the records of the Supply Office and maintains liaison with Cashier’s Office on the required remittances of government agencies.

Cashiering Services

An office that takes direct responsibility for planning, implementation, and control of schedule of payments of salaries, wages and other monetary receipts of the employees, facilitates window activities connected with collections, cash disbursements and the issuance of checks. It also operates the provisions for safety of holding/transporting cash, negotiable instruments and accountable forms. It maintains coordination with the Accounting Office on the preparation of bank reconciliation covering deposits of the Colleges in the official depository.

Supply Services

Takes the lead in the implementation of procurement, storage, warehousing, recording and distribution of supplies and materials; maintains the roll of property belonging to the Colleges, recording points, list of suppliers and qualified contractors, compilation of updated prices approved by the Bureau of Supply Coordination, waste materials and other condemnation documents, property titles, and property accountability of the Colleges’ personnel.

It provides spending units with the procedural guidelines for requisitioning and issuances of supplies and materials, and issue regular calls for requisition needed to prepare bulk or larger quantity procurement whenever necessary. The Supply Officer participates as executive officer and secretary of the Supplies, Materials and Equipment BAC of the Colleges. The office also assumes responsibility for action on the relief of property responsibility of accountable officers in consonance with the rules and regulations and provides heads of offices the status of property accountability of all officers in the institution.

Office of the Vice President for Research, Extension and Production Affairs

Takes charge of the planning, implementation and control in research, extension services and production/corporate business operations of the Colleges as well as the performance of agency’s liaison functions with external agencies, particularly on, but not limited to fund sourcing for REP institutional development projects; monitors and evaluates research activities in coordination with the Director, Research and Development Services, and extension activities in coordination with the Director, Extension Services, and corporate business operations in coordination with the Director, Corporate Business Operations.

Research Services

This office takes over-all responsibility of all research programs, projects and activities of the Colleges and designs/establishes linkages between the CSC and PCARRD, BCCARD and DOST and other research institutional agencies for research collaborations, linkages and funding. It takes the lead in the conduct of trainings, seminars, workshops, in-house reviews, research presentations, conferences, dialogue, and research related activities.

The Research Services also provides support to the different colleges/departments in implementing and monitoring research activities projects; maintains and updates the research commodity bulletin, data banking and packaging, and monitors existing policies related to research and periodically provides the Planning Office the necessary data outputs for submission to regional and national offices.

Extension Services

The Extension Services takes over-all responsibility on all extension programs of the Colleges inclusive of formal and non-formal education, cultural outreach, information packaging, dissemination and technology transfer and livelihood activities, extension services cum research and production, and the BIDANI implementation.

This office also designs and establishes liaison linkages and institutional arrangement between the CSC and other coordinating agencies/institutions for cooperative activities and coordinates with the Research and Development Center for the technology transfer of completed researches.

Corporate Business Operations

The Corporate Business Operation oversees all income generating projects of the Colleges inclusive of but not limited to land use production, fishery, crops, poultry projects, continuing education center, kindergarten school, knowledge-based project and small and medium enterprise. It initiates, in coordination with the Planning Office, the utilization of land resources available for use either on agricultural production or commercial purposes through rent/lease/built operations method or other financial schemes necessary to generate income for the Colleges. It also establishes linkages with other government and non-government agencies/units that will enhance the income generating project of the Colleges.

Office of the Academic and REPA Services Director (Panganiban Campus)

Takes over-all responsibility for the planning, implementation and control of Collegiate and Secondary instruction, instructional materials development, research and extension affairs, and production services, and production operations in the Panganiban Campus; assists the Campus Administrator on matters related to Academic and REPA activities.

Office of the CSC Panganiban Campus Administrator

Takes charge of the implementation in Instruction, Research, Extension and Production; and Administrative and Financial activities inclusive of student services, curriculum and instructional media activities of the CSC Panganiban Campus.

It coordinates with the Vice Presidents at the CSC Main Campus on matters related to instruction, research and extension, income generation, as well as on administrative and financial activities.

Office of the Administrative and Financial Services Director (Panganiban Campus)


Takes direct responsibility for planning, implementation and control of all administrative affairs of the campus inclusive of administrative services, security services, records services and building and grounds services; undertakes operational analysis and review of the financial services of the campus inclusive of accounting services, cashiering services and supply services pertaining thereto; schedule and supervises the implementation of the settlement of obligations in consonance with CDC and fund allotments; installs and supervises the system for the accounting, recording, and reporting of funds and transactions for information, management control and compliance purposes; performs financial analysis and directs compilation of financial statistics applicable to decision making in the division an in higher offices.
